Jobs in the construction industry fall into two camps – either “high road” or “low road”. Jobs and contract opportunities are regulated, secured, pay wages that can support a family, provide benefits and create careers in the middle class. Low-road construction sites, on the other hand, are unregulated, dangerous, poorly paid and offer few opportunities for advancement. Many public bodies and private companies use Project Employment Contracts (LPAs) or Project Stabilization Agreements (PSAs) as a tool to ensure that construction work follows the main route. These agreements, which help improve economic opportunities in local communities, set standards for quality, safety and cost for construction projects. LOS ANGELES UNIFIED SCHOOL DISTRICT SERVICES DIVISION PROJECT STABILIZATION AGREEMENT COORDINATOR A major provider of construction projects in the Los Angeles area is the Los Angeles Unified School District (LAUSD). LAUSD has spent nearly $8.7 billion on new construction and renovation projects over the past 7 years. LauSD has signed a PSA and offers a good case study of MESSAGES in action as used by a large urban employer. APLs or PSAs are usually created with the aim of achieving specific goals in terms of local attitudes and diversity.
LAUSD PSA has set employment targets for local, emerging and disabled small businesses, as well as for small and minority businesses. This research and policy brief builds on a broader report published by the UCLA Labor Center`s California Construction Academy to discuss the role of APLs, or PSAs, in creating jobs in the road construction industry and whether LAUSD is achieving the goals set out in its PSA. The Project Stabilization Agreement (PSAC) Coordinator supports the Director of Facilities Contract Services in monitoring compliance with the PSA and in the development and implementation of the programs specified in the PSA. PSAC maintains its independent office outside of district offices and has access to equipment such as computers, telephones, fax machines, photocopiers and any other equipment normally used in the office to perform its functions as described. PSAC works from its own office. There will be no office support from the district. .
